Twisted stitches in knitting are usually a mistake caused by putting the needle into the stitch the wrong way (or dropping stitches off the needle and putting them back on twisted).
But sometimes we do actually want a twist in our stitches for decorative effect, as Stitches ‘N Scraps did in her Wouldn’t it be Rice afghan square pattern.
She has a nice tutorial for how to make twisted stitches by knitting through the back loop (or purling through the back loop, as the case may be) that is a good overview of why you’d want to twist stitches and how to do it.
